The issue in this political cartoon is how America was trying to prevent Europe's constant intervention in the western hemishphere's affairs. The message of this political cartoon is that Europe was banned from affairs in the westen hemisphere and how Roosevelt kept them out. Someone else might have thought that Rooselvelt was being mean because Europe wanted to help. But, Europe did not really help out before the rule was made. Additionally, America was supposed to act like the "police" of the Western Hemisphere. One technique used in this political cartoon was labeling. The piece of land that the people were sitting on were labled Europe. This cartoon supports my stance on American Imperalism because part of American Imperalsim is that Ameirca should be in control and Europe interfering would disturb that.
